The Woodward Governor Company developed and manufactured their first hydraulic oil pressure water wheel governor( type VR) in 1910. Several Companies already had hydraulic water wheel type governors on the market before Elmer Woodward came out with his first 2500 ft.lb VR series hydraulic governor.
